MINUTES

Call to Order

Chairperson Jerry Laughlin called the meeting to order at 7:15 p.m.

June 19, 2003 Committee Minutes

The Committee approved the June 19, 2003 Boat Committee minutes on a motion by David Paulson,

seconded by Ed Towey. Motion declared carried.

Individuals in Violation of the June 15th Deadline Provisions

The Commission reviewed the list of individuals who were out of compliance with the City Code requiring boats to be at their assigned space on or before the June 15th deadline.

St. Louis Bay

John Sweeney & Jenni Lilledahl, Canoe Rack #4 – The Committee reviewed a letter sent by John Sweeney and Jenni Lilledahl stating that they were unable to get their canoe on their rack by the deadline due to the confusion caused by the birth of their first child.

Joseph A. Wagner, Canoe Rack #13 – Mr. Wagner was not in attendance. Dana Young stated that he had not heard from Mr. Wagner nor received a letter of explanation.

Carson’s Bay

Tom McGoldrick, Slide #117 – Mr. McGoldrick was in attendance and stated that he had engine problems that has taken far longer to repair than he thought it would. He stated this was the reason why his boat wasn’t placed on the slip prior to the June 15th deadline. Mr. McGoldrick presented a letter from the individual repairing his engine confirming that the repair work had taken longer than anticipated.

Timothy Olson & Kathryn Friekstad, Slide #127 – Timothy Olson and Kathryn Friekstad were not in attendance. Dana Young stated that he had not heard from Mr. Olson or Ms. Friekstad nor received a letter of explanation.

Joseph P. Donnelly, Slide #132 – Mr. Donnelly was not in attendance. David Paulson stated that he had heard that Mr. Donnelly was moving to Minneapolis.

 

Claudia Wilson & Brent Kraut, Canoe Rack #6 – Dana Young stated that he had talked to Mr. Kraut earlier this evening and Mr. Kraut stated that he was willing to give up his canoe rack since they had not put their canoe out by the June 15th deadline.

The Committee recommended that the City Council revoke the permits of John Sweeney & Jenni Lilledahl (St. Louis Bay, Canoe Rack #4), Joseph A. Wagner (St. Louis Bay, Canoe Rack #13), Tom McGoldrick (Carson’s Bay, Slide #117), Timothy Olson & Kathryn Friekstad (Carson’s Bay, Slide #127), Joseph P. Donnelly, (Carson’s Bay, Slide #132), and Claudia Wilson & Brent Kraut (Carson’s Bay, Canoe Rack #6) for not adhering to the June 15th deadline on a motion by Jerry Laughlin, seconded by Ed Towey. Bob Voyles approved the motion but obstained from a vote on Tom McGoldrick due to the fact that he worked with Mr. McGoldrick’s wife. Motion declared carried.

Discussion was held regarding the poor condition of the boat moored on Buoy #9 in St. Louis Bay. The Commission discussed amending the ordinance to require boats to be in proper, persistent operating condition. Bob Voyles stated that he had introduced language last year that would have required boats to be in sound operating condition and wondered why it had not been recommended for adoption by the City Council. Dana Young stated that Mr. Voyles had introduced the following language at the June 26, 2002 Boat Committee meeting – "any watercraft must be in operational condition, capable of use, to be placed at a watercraft space. For example, a motorboat with an inoperable engine or a sailboat with its mast not erected would not be considered to be in operating condition capable of use". Dana Young stated that this proposed ordinance amendment was never recommended for adoption by the Boat Committee as it was decided to wait to see what impact the inactive list would have on the issue.

A motion was made by Bob Voyles, seconded by Oliver Arrett, to recommend that the Council adopt language that would require boats to be in operating condition. After further discussion on the possible language to include in an amended ordinance, Bob Voyles withdrew his motion until the language could be better clarifed.

Further discussion was held on the length of boats on slides. Ed Towey suggested that any boats on slides that are in excess of 16’ that have a certain horsepower or weight should be transferred to street ends and the permit holder be required to build their own slides. He also suggested that the Committee review the plastic slides currently used at the City of Excelsior.

Motion to adjourn by Jerry Laughlin, seconded by Bob Voyles. Motion declared carried. The meeting adjourned at 8:08 p.m. The next meeting of the Boat Committee will be held either on July 9th or July 16th at 7:00 p.m.
