PARK COMMITTEE MEETING

Call to Order: The meeting was called to order at 7:00 p.m.

April 2, 2003 Minutes

The Committee approved the April 2, 2003 Committee minutes as amended on a motion by Charty Oliver, seconded by John Dupont. Motion declared carried.

Tour of Facilities

The Park Committee toured the Main Beach to review the recommendations made by those residents attending the April 19th Main Beach meeting and toured Amesbury Park to review a proposal by Barbara Nye and the Amesbury North Homeowners Association to develop the Amesbury park dedicated property into a park.

Main Beach – The Committee reviewed the following recommendations that were made at a community meeting held on April 19th on the Main Beach:

Dana Young provided an update on the newly installed tennis court, on the plans to relocate the handicapped parking, and on the installation of the basketball hoop and parking bollards. The Committee recommended that the tree planted in the parking island be relocated to the grass area south of the tennis court in order to save the tree if it is decided to remove the parking island at some future date.

Dyke Williams met with the Committee to request that he be granted permission to trim two maple trees in Parkway Park. He stated that these two trees blocked his view of the Marina from his office and he would like to hire a tree trimmer to remove the lower six feet of branches from each tree. The Committee postponed action on this request until their June meeting.

The Committee recommended removing the boardwalk along the beach area and turning the swing sets to face the lake.

 

 

Amesbury Park Recommendations – Barbara Nye and several representatives of the Amesbury North Homeowners Association presented a plan for converting Amesbury Park into a park. The plan included:

  1. Clean-Up
  1. Remove all metal, concrete, plastic and wood debris
  2. Collect all large rocks and boulders and place on the NE edge of the park
  3. Cease all dedicated park land restricted uses
  4. Remove or kill poison ivy and poison oak
  5. Remove buckthorn
  6. Remove garbage
  1. Groom Trees
  1. Agricultural extension agent to inspect existing trees and recommend care
  2. Remove hazardous broken tree limbs and grape ivy
  3. Remove dead trees
  1. Bring in clean fill for:
  1. Area west of paddletennis court that has been dug out for a gentle slope
  2. Remove the 5’ dirt pile in the trees on the east side
  3. Build a 2’ – 3’ mound with gentle slope 40’ x 40’ in the NE corner of the park (bordered with boulders)
  4. Fill in old gravel pit and critter graveyard
  1. Insert posts 4’ – 5’ apart on the north border east of the paddletennis court, the SE side "driveway",
  2. and the SW "driveway

  3. Mark the five parking spaces at the SE "driveway"
  4. Prepare soil for:
  1. The five planting areas in the first quadrant
  2. Planting seven crabapples by Minnetonka Blvd and the Wetland
  3. The fourth quadrant
  1. Prepare pathways with wood chips
  2. Purchase and install two benches and one picnic table
  3. Purchase plantings for September planting by the Amesbury North Homeowners Association

Brief discussion was held on the potential cost of the project and the time required for the public works crew to develop the site. The Committee thanked Barbara Nye for her hard work in developing the plan and recommended that present her plan to the City Council on May 19th.
