CITY OF DEEPHAVEN
SPECIAL COUNCIL WORK SESSION MINUTES
1. Call to Order/Roll Call
Mayor Anderson called the special work session to order at 6:00 p.m.
Present: Mayor Anderson, Councilmembers Kim Crockett, Nancy Middleton, Paul Skrede and Jon Monson.
Staff Members City Administrator Dana Young and Zoning Coordinator Gus Karpas.
2. Discuss Interest in the Purchase of Property at 19980 Cottagewood Road
Discussion was held on whether the Council had any interest in purchasing the property located at 19980 Cottagewood Road, which was listed for $1,150,000.00. The Council expressed no interest in pursuing the purchase of this property.
3. Discuss Ordinance Review Process & Prioritization
Councilmember Crockett stated that there are a number of issues that the City Council has reviewed over the last year pertaining to the Zoning Code including impervious surface, lot area and wetlands. She stated that she didn’t know how ambitious the Council would like to be in addressing these outstanding issues before the end of the year.
Councilmember Skrede stated that he felt the definition of impervious cover is vague and ambiguous and would prefer to concentrate on establishing a better definition of this term rather than rezoning a particular street or area.
Councilmember Monson stated that with two new councilmembers joining the City Council next year, it might be a better idea to wait until January 1st to begin discussions on reviewing City ordinances.
Councilmember Middleton stated that she would prefer to see a professional planning firm hired to review the City’s zoning code.
The Council directed City Staff to develop a Request for Proposals that would invite professional planning firms to work with the Planning Commission to review the City’s zoning code. The Council requested the opportunity to review the Request for Proposals at their November 15th meeting.
Further discussion was held on whether the Council should undertake a review of the Back Bay in light of the fact that two variances have been issued to properties on the Back Bay within the past year. After further discussion, Mayor Anderson recommended that the Planning Commission should review the properties in the Back Bay and recommend whether the current zoning and setback standards are appropriate in that area.

4. Discuss Public Nuisance Controls
The Council reviewed the City Ordinance on public nuisances to determine whether more specific language would assist enforcement efforts. It was concluded that while some language revisions would certainly be beneficial, stronger enforcement of the current ordinance was viewed as the key to controlling public nuisances.
5. Adjournment
Mayor Anderson adjourned the meeting at 6:55 p.m.
