PARK COMMITTEE MEETING OCTOBER 6, 2004 MINUTES
Call Meeting to Order Chairman Woody Woodburn called the meeting to order at 7:04 p.m. Members Present Woody Woodburn, Jennifer Young, Bryan Sykora, John Dupont, Jean Midthun, Hans Larson, Council Liaison Jon Monson, Administrator Dana Young Members Absent Charty Oliver, Lucy Hicks, John Flynn September 1, 2004 Minutes The Committee approved the September 1, 2004 minutes on a motion by Hans Larson, seconded by Woody Woodburn. Motion declared carried. Village Hall Park Woody Woodburn stated that the October Newsletter had included an invitation to the public to attend tonight’s Park Committee to discuss any issues relating to Village Hall Park. He asked if any of the guests in attendance would like to bring up any issue before the Park Committee. Katie Kruetter stated her concern regarding the health of the trees at Thorpe Park. Woody Woodburn stated that the Park Committee has asked staff to consult with an arborist on the condition of the trees at Thorpe Park. Dana Young stated that Top Notch Treecare has provided a report on all the variety of trees at Thorpe Park and gave a copy of the report to Katie Kruetter. Ms. Kruetter offered to enlist volunteers to water the trees at Thorpe Park whenever needed. Woody Woodburn thanked Ms. Kruetter for her comments and stated that he would call her if the public works staff ever needed help with watering. Bob Woodburn stated that he had seen a type of sports court that was being used for hockey that might have a use at the old tennis courts at Thorpe Park. Bryan Sykora stated that Mr. Woodburn had probably witnessed what was called the skate patrol and he would find some literature on the patrol when he attends the National Park & Recreation Association meeting next week. Paul Skrede stated that he would be interested in having an astro turf putting green installed at Thorpe Park and suggested that the proposed Frisbee golf course could be installed at the Parkway instead of at Thorpe Park. He also gave a brief description of the improvements planned at the Sand/Salt Shed and next to the recently planted sod at the rear entrance to City Hall that involved the planting of arborvitae instead of fencing. He offered to show the Committee the locations of the plantings following the meeting. Nancy Middleton requested that the orange lettered signs at Village Hall, Sandy Beach and Burton Park be repainted white. Further discussion was held concerning the proposed improvements to the Warming Houses. Dana Young stated that the public works crew is planning to install hardiplank on the Village Hall Warming House and there are plans to install five windows at the Thorpe Park Warming House. He stated that the Park Committee would fund the windows and materials and volunteers would install the windows. Frisbee Golf Concept Woody Woodburn noted that Tim Summer and Reid Ringstead were not present to continue discussions on their proposal to install at Frisbee golf course at Thorpe Park and invited them to return to discuss the matter before the Park Committee on November 3rd. Public Park Development West of Sandy Beach Dr. John Poage was present to discuss the possible donation of his property immediately west of Sandy Beach for use as a city park. Dr. Poage stated that he would like his property used as a walking park similar to Nuremberg Park in Orono. He stated that there are two versions of his park plan. One version showed a small gazebo, gardens, and an expansion of Sandy Beach. This version also included the donation of some land from his neighbors, the Baskervilles and Lymans, which would extend the proposed park up to their private driveway. He stated that the second version included the donation of considerably more land from his neighbors that would include the entire pond. John Dupont asked if any discussions have been held with the Baskervilles and Lymans on whether they would be interested in donating a portion of their land for use as a park. Jon Monson stated that he had discussed the matter with both neighbors and each indicated that they had no interest in donating a portion of their property. Woody Woodburn stated that he would like to form a subcommittee to work with Dr. Poage on moving this project forward. Woody Woodburn, John Dupont and Hans Larson volunteered to serve on the subcommittee. 2005 Park Improvement Budget Discussion was held concerning the 2005 Park Improvement Budget. The Committee recommended the following slate of projects for 2005:
The Committee recommended approval of the 2005 Park Improvement Budget in the amount of $70,000 on a motion by Jean Midthun, seconded by Hans Larson. Motion declared carried. Adjournment Motion to adjourn by Hans Larson, seconded by Bryan Sykora. Motion declared carried. The meeting adjourned at 9:22 p.m. The next regularly scheduled meeting of the Park Committee will be held on November 3, 2004.
