Call Meeting to Order

The meeting was called to order at 1:03 p.m.

 

Members Present

Clm. Jon Monson, Clm. Paul Skrede, Public Works Supervisor Jerry Hudlow, Administrator Dana Young

 

Storm Water Policy

Paul Skrede stated that he had not yet gotten together with Jon Monson to work on the proposed Storm Water Policy but that he has been begun working on his portion of the plan with the attempt to answer the question as to why a Storm Water Policy is necessary.  Further discussion was held regarding the potential financing of storm water projects and requiring building permit applicants to submit storm water mitigation plans prepared by engineers.

 

Jon Monson stated that the City needs to be careful with recommending the installation of French drains or open drainage ditches as a solution to storm water problems since the MN Department of Health prohibits these storm water controls from being installed too closely to wells.

 

Discussion was held on possible solutions to the Easton/Rutledge/Northome storm sewer system.  This system was constructed using old water heater pipes and lacked the current capacity to handle all the drainage at Easton Road.  The problems with the system were further compounded by the fact that the line was apparently plugged at Rutledge Road.

 

The Committee discussed the possibility of slip lining the existing pipe or upgrading the size of the pipe by boring underneath the existing pipe.  The Committee felt that boring would lessen the cost and intrusion of open trenching a new storm sewer line.  Jon Monson stated that he had called a contractor who estimated the cost of boring at approximately $65.00 per foot.  Paul Skrede stated that if you estimate the length of this old storm sewer system at around 1,000 feet, repairing this storm sewer system would cost at least $65,000.00. 

 

Further discussion was held on potential remedies to the drainage problems at the Montgomerie/ Hamilton site.  The Committee estimated that an additional $45,000.00 could easily be spent on correcting the drainage problems at this site. 

 

Paul Skrede suggested that it would be very helpful if the City had a map that showed all ponds, ditches and culverts within the City.  He stated that the Committee would be able to make better sense of the issues if all problem areas were overlaid on the map.  Jerry Hudlow stated that Bolton & Menk had started work on such a map as part of the development of a storm water map.  Dana Young stated that he would obtain copies of the map from the City Engineer.

 

Sewer Main Televising & Rodding Bids

Discussion was held regarding the following sewer main televising & jet cleaning bids received by Infratech and Visu-Sewer.

Visu-Sewer’s bid also included an additional cost of $525.00 per trip to dispose of debris at the MCES disposal site and a separate hourly fee to clean and televise in those areas off the City right-of-way.

 

City Engineer Dave Martini was present to explain the bids to the Committee.  Discussion was held on attempting to quantify the additional costs submitted by Visu-Sewer.  Dave Martini stated that he anticipated approximately $1,500-$2,000 in disposal cost and was unsure of the amount Visu-Sewer would charge for the separate hourly fee to work in those areas off the City right of way.  The Committee recommended that Visu-Sewer be contacted to see if they would be willing to submit a fixed price per lineal foot for doing the work rather than including additional costs.  Dave Martini stated that he would contact Visu-Sewer about providing a fixed price.

 

Bridge Deck Planing

Dave Martini stated that quotes have been sent out on the bridge deck planing project and expected to hear back from the contractors on November 5th.  He stated that he has added an additional four-foot strip outside the fog lines to the quote on the advice of the contractors.  He stated that the contractors believe that an additional four-foot strip outside the fog lines should be tapered to provide a smoother driving surface.  He stated that this increased the amount of the surface to be planed from 10,360 S.F. to 12, 380 s.f.

 

Dave Martini added that he has also been told that it would be difficult to stripe the bridge this year due to the cooler temperatures so he has included temporary street striping in his quote to get us through the winter and a more permanent striping in the spring.  Jon Monson stated that we might have to reevaluate these additional quantities since the Council has authorized spending only $5,000.00 on this project.

 

Water Truck – New or Used

Dana Young stated that he has been informed by Stepp Manufacturing that the City of Minnetonka is looking to trade in their 1993 Ford water truck.  He stated that Stepp Manufacturing is offering the vehicle for $6,500.00 and it might be worth the City’s time to have staff check out the vehicle to see if it would work as a replacement for the City’s water truck.  Paul Skrede, Dana Young, Jerry Hudlow and Dick Jeurissen viewed the vehicle following the Public Works Committee meeting.

 

Dutch Elm Disease Control Program

Jerry Hudlow provided a brief review of the Dutch Elm Disease Control Program.  He stated that a total of 263 trees have been marked for removal, including the 121 trees on the LRT Trail.  He stated that he was currently in the process of following up on the third mailing that had been sent to residents with disease trees to document that they had removed their diseased trees within the required 20 day period.  Following this review, he stated that the program would shut down for the winter months and start up again this spring.
