PUBLIC WORKS COMMITTEE June 2, 2004 Minutes Call Meeting to Order The meeting was called to order at 1:40 p.m. Members Present Paul Skrede, Jon Monson, Public Works Supervisor Jerry Hudlow and City Administrator Dana Young Bids on Landscaping Improvements at City Hall The Committee reviewed the following bids to remove a portion of the parking lot at the rear entrance of City Hall and install sod: Contractor Bid Barber Construction Co. $7,240.00 Otten Bros. $8,460.00 Messenger Excavating, Inc. $9,860.00 (does not include sod) Paul Skrede asked if the Public Works Department would be interested in doing this project for slightly less than the low bid submitted by Barber Construction Co.? He stated that this opportunity would give the Public Works Department additional funds for future capital equipment. Jerry Hudlow stated that the crew is so busy now that any additional project is difficult to schedule. However, He suggested that perhaps the crew could undertake the project sometime in July. Further discussion was held on possibly obtaining a fourth bid and Dana Young asked Jerry to get back to Paul in about a week if he has a change of heart on undertaking the project. Request for Stop Sign at Baldwin & Lakeview Avenue The Committee reviewed a request from James Beardsley, President of the Grandview Point Association, to have a stop sign installed at the northeast corner of Baldwin and Lakeview Avenue. Jerry Hudlow stated that the problem at this intersection is not the need for a stop sign but the height of a fairly large hedge that is impairing traffic visibility to the east. The Committee recommended sending a letter to Mr. Beardsley informing him that the visibility problem at Baldwin and Lakeview Avenue is caused by the height of the hedge and that the City will contact the property owner asking him to prune the hedge to a height of three feet. Request for Animal Crossing Sign on Mtka Blvd The Committee reviewed a request from Ryan & Alethea Sadowski to have an animal crossing sign installed on Minnetonka Blvd. The Committee recommended that a letter be sent to the Sadowski’s stating that finding an appropriate location for an animal crossing sign along Mtka Blvd would be difficult and that the issue might be better addressed by advising people to drive more cautiously on Mtka Blvd on the City’s web page. Request for Agreement on the Maintenance of Trees within the ROW Dana Young stated that Thomas Miller, 19780 Cottagewood Road, has planted 18 trees within the city right-of-way along Cottagewood Road that are likely to die during the clearing of snow this winter. Dana Young stated that Mr. Miller is willing to sign a maintenance agreement that would alleviate the city from any liability should the trees die due to snow clearing operations. The Committee recommended that Mr. Miller should be sent a letter advising him that he has planted the trees without the City’s permission and the City is not responsible if the trees die due to snow clearing operations, that it is the property owner’s responsibility to prune the trees if they cause visibility problems, and that any replacement tree would need to be approved by the City. Request for Speed Bumps on Ridgewood Road The Committee reviewed a request from Harry Peters that the City consider installing speed bumps on Ridgewood Road. The Committee recommended that speed bumps should not be endorsed as City policy on public streets due to safety and maintenance concerns. Request to Cleanup along Mtka Blvd near Paddletennis Court Dana Young stated that Mayor Anderson has requested that the right-of-way along Mtka Blvd as it borders the park land containing the paddletennis court should be cleared of nuisance trees, dead trees and all garbage removed from this area. The Committee agreed that all downed trees, dead limbs and garbage should be removed from the area but recommended that nuisance trees such as buckthorn should be retained to form a natural barrier. Bridge Fence Dana Young stated that he had been informed by Bowe Carlson, with Three Rivers Park District, that the Park District required the fence to be installed along the trail side of Carson’s Bay Bridge in order to prevent anyone from inadvertently falling off the bridge. Mr. Carlson stated that the American Association of State & Highway Transportation Officials recommends the installation of the fence. Dana Young added that he will be receiving a copy of the standards pertaining to the installation of fences on bridges from the City Engineer. Policy on the Disposal of Unwanted City Material The Committee recommended the adoption of the Policy on the Disposal of Unwanted City Material on a motion by Jon Monson, seconded by Paul Skrede. Motion declared carried. Bids on the 2004 Mtka Blvd Overlay Project The following bids on the 2004 Mtka Blvd Overlay Project were reviewed: Contractor Bid Price Bituminous Roadways, Inc. $337,909.06 Hardrives, Inc. $347,581.07 Midwest Asphalt Corp. $354,723.41 Northwest Asphalt $356,791.72 Wm. Mueller & Sons $358,105.80 GMH Asphalt Corp. $363,082.51 Other Discussion was held on obtaining a quote from Bituminous Roadways on expanding the blacktop pad in front of the Sand/Salt Shed, on the installation of a parking lot for firefighters, and constructing a bituminous driveway to access the parking lot. Paul Skrede suggested creating a sketch plan that would show possible driveway and parking lot locations. Dana Young stated that Melanie Keepman’s son is interested in re-painting the Village Hall gazebo and Wellhouse for an eagle project. The Committee recommended that they meet with this individual to discuss the project in greater detail at a special meeting of the Public Works Committee scheduled for June 16th. Further discussion will be held on removing the existing drinking fountain at Village Hall Park and installing a new drinking fountain onto the Wellhouse.
