PUBLIC WORKS COMMITTEE Wednesday, August 04, 2004 Minutes
Call Meeting to Order The meeting was called to order at 1:35 p.m. Members Present Paul Skrede, Jon Monson, Public Works Supervisor Jerry Hudlow, Administrator Dana Young Bridge Noise (Pat McGoldrick, 19575 Chimo West) Pat McGoldrick was present to state that she would like to petition the City to reduce the noise on the bridge. She stated that it was very noisy when cars drove across the grooves in the concrete decking of the bridge. She stated that it was so noisy and that she couldn’t open the windows to her house and listen to her TV or radio without hearing the noise. She stated that she has done quite a bit of research on potential solutions to this problem and had come across a company that would grind down the grooves for a cost of $2.00 to $6.00 per square foot. She stated that at the most recent meeting of Chimo residents, a number of residents had complained about the bridge noise and the Mayor assured them that the City would look into resolving the noise issue. Paul Skrede stated that the bridge decking has grooves at right angles to the street for traction and drainage purposes. He stated that because these grooves are at right angles, the noise from vehicle traffic is much louder than Gray’s Bay Bridge where the grooves that are parallel to the street. Dana Young stated that he had heard from the City Engineer that the grooves on Gray’s Bay Bridge have recently been ground down. Brian Vitek, an engineer with Schoell & Madsen, stated that he knows the bridge engineer with Hennepin County and would ask him some questions regarding the grinding work done at Gray’s Bay Bridge. The Committee recommended reviewing the options and costs available for reducing the noise at Carson’s Bay Bridge. Installation of French Drain (Dick Kreutter, 18310 Rutledge Road) Dick and Kathy Kreutter were present to discuss the drainage problems caused by the culvert located next to their house on Minnetonka Blvd. Kathy Kreutter stated that the culvert had been covered by dirt, sand and other debris, which resulted in directing water from the culvert to flow into their backyard. She stated that the amounts were substantial enough that they felt they had to pump the excess water from their backyard into the street for fear that the water would back up into their basement. She asked what kind of maintenance schedule was used to clean out the culverts? Jerry Hudlow stated that the culvert is not working all that well due to the surrounding grades. He stated that the water really doesn’t have many places to go. Jon Monson stated that the storm water system in Deephaven is very primitive. He stated that installing a leaching bed is probably the only way to hold more water. Discussion was held on the storm sewer system that was available in the area. Jerry Hudlow stated that the nearest storm sewer main was approximately 600 feet from the culvert in question. He stated that the storm sewer main outletted in the Thorpe Park pond. Kathy Kreutter presented a number of photographs showing a variety of different culverts and storm drains. She asked the Committee why there was so much variety in the types of culverts that were used. Paul Skrede stated that the type of culvert varied depending on their purpose, the grade of the street, and the surrounding terrain. The Committee recommended that the City Engineer review the culvert and surrounding terrain and provide alternate solutions to alleviate the ponding around the culvert. Bituminous Curbs installed by Bituminous Roadways, Inc. In attendance were Wayne Olson, Project Manager with Bituminous Roadways, Brian Vitek, Project Engineer with Schoell & Madson and Lynn Patton, Construction Manager with Schoell & Madson. Jon Monson stated that the quality of the mat is so high that he would like to have seen the bituminous curb commensurate with the wearing surface. He stated that the project quality was very high and was disappointed to see that the curb was not following the curve of the road. Wayne Olson stated that installing a bituminous curb is hard to work with and does not lay down as well as concrete curb does coming from a curbing machine. He added that he also would like to have seen it laid down straighter but it is difficult to do especially around curves. Brian Vitek stated that now that the fog lines are installed, and once it is backfilled, the bituminous curbs would disappear visibly. Jon Monson stated that it still should have been done better. Paul Skrede agreed that the curb looked more visible yesterday before the fog lines were painted and that once it is backfilled it will not look nearly so obvious. He asked Wayne Olson about the cost to install the curb. Mr. Olson stated that it cost $6.00 per foot to install and he estimated that they laid about 1,100 feet. Jon Monson stated that he and Paul will review the curb and would contact Mr. Olson if there were any sections that they would like redone. Request for a Four-Way Stop Sign at Lake Avenue & Deephaven Avenue The Committee deferred action on this request until the Police Department could be asked for their opinion on the matter. Aquatic Weed Removal at Deephaven Main Beach Dana Young stated that he had received the names of two individuals who remove aquatic weeds manually. The first is Charles Micker, owner of Buddy’s Dive Service, who charges $1,100.00 per day to manually remove weeds. Dana Young stated that Charles Micker recommended that the City simply hire people to manually rake the beach area rather than hire him at $1,100.00 per day. Dana Young stated that the second individual is Tom Sverth. He stated that he just received the information on Mr. Sverth today and hadn’t had the opportunity to ask him about his price. Dick Kreutter stated that the Main Beach was such a popular beach that the City should establish a regular maintenance program of aquatic weed removal. The Committee agreed that the Main Beach and other City beaches as well, should have aquatic weeds removed in both July and August. Further discussion on aquatic weed removal will be held at the next Public Works Committee meeting. S.M. Hentges Final Pay Request / Cottagewood Road Drainage Problem The Committee reviewed a drainage problem on Cottagewood Road that had not been corrected or addressed after the overlay last year by S.M. Hentges as part of the Carson’s Bay Bridge Approach Work. City Engineer Dave Martini explained that S.M. Hentges were contracted to simply overlay Cottagewood Road in order to upgrade the road after so many years as serving as the primary detour during the bridge construction project. He stated that they were not contracted to upgrade the street drainage, although many drainage areas on Cottagewood Road were improved after the overlay. Jon Monson stated that S. M. Hentges should not be held accountable for the improper drainage in this particular area of Cottagewood Road if they weren’t specifically contracted to upgrade the base and street drainage. Jon Monson pointed out that there was another area next to a drainage swale that did not drain properly that should also be reviewed. Adjournment The meeting adjourned at 3:10 p.m. |
