MINUTES

 

Call Meeting to Order

The meeting was called to order at 1:30 p.m.

Present

Paul Skrede, Jon Monson, Jerry Hudlow, Dana Young, City Engineer Dave Martini

Final Payment to Edward Kraemer & Sons ($8,849.16)

David Martini stated that there is a final payment due to Edward Kraemer & Sons for the construction of Carson’s Bay Bridge in the amount of $8,849.16. The final payment breaks down as follows:

bullet$5,000.00 - Final retainage
bullet$2,110.00 - City’s portion of the cost to install planks & remove rip rap
bullet$1,739.16 - Bridge approach panels
bullet$8,849.16 - Total

David Martini explained that the City would be reimbursed $4,969.07 from the federal bonding fund to be used towards the final payment. The Committee recommended that the City Council authorize final payment to Edward Kraemer & Sons in the amount of $8,849.16.

Final Payment to S.M. Hentges ($5,000.00)

David Martini stated that S.M. Hentges has patched that section of Cottagewood Road as requested by Public Works Committee and has submitted their final payment in the amount of $5,000.00. The Committee recommended that the City Council authorize final payment to S.M. Hentges in the amount of $5,000.00.

Culvert Options at 18310 Rutledge Road

Discussion was held on improving the drainage from the culvert crossing Minnetonka Blvd at 18310 Rutledge Road. David Martini stated that the drainage currently ponds in the backyard of Dick and Kathy Kreutter at 18310 Rutledge Road rather than exiting down Rutledge Road. He stated that there are not a lot of good options for repairing this culvert. He stated that you can do some shaping within the boulevard but you are eventually going to have to concede the fact that water is going to pond in this area because there is no place for it to flow to. He added that much of the drainage in this area is probably coming down Minnetonka Blvd and not necessarily from the culvert.

Jon Monson inquired whether the water could even flow south along the boulevard to Rutledge Road due to the grades. He recommended that the slope be lasered to see if the grades would enable the water to head south. He added that ideally you would want to add fill to the north and direct the water south. He recommended that the City purchase a laser level to assist with determining the existing grade in this area. He added the laser would be very helpful to help resolve future drainage issues.

Bridge Noise Reduction Cost Options

David Martini stated that the reason for the grooves in the bridge is to provide traction in the concrete to establish a better driving surface. He stated that at the time of the design of Carson’s Bay Bridge, MNDOT specifications permitted the grooves to be perpendicular to the street but now MNDOT is moving towards specifications that have the grooves installed parallel with the road to lessen noise complaints. Jon Monson asked who was responsible for the cost of correcting the grooves? Paul Skrede stated that the City is stuck with the cost since the grooves were an accepted MNDOT specification despite the resulting noise problem.

David Martini stated that the cost to plane down the grooves in the bridge decking are approximately $.47 per square foot. He stated that it would cost approximately $7,500.00 to grind down the entire bridge surface and approximately $4,700.00 to grind down the 24-foot driving surface.

The Committee recommended that the City Council approve grinding down the grooves within the bridge driving lanes and re-stripe the bridge at a cost of $5,000.00 on a motion by Paul Skrede, seconded by Jon Monson. Motion declared carried.

Aquatic Weed Removal Proposal

The Committee reviewed the following quote from Waterfront Restoration on the manual removal of weeds from City beaches:

Deephaven Beach - $128

Nocomo Beach - $99

bulletCleanup of Floating Weeds: $30 per man-hour plus $75 minimum charge per visit

Jon Monson asked how the bid from Waterfront Restoration compares with the earlier bid received from the other contractor? Dana Young stated that Buddy’s Dive Surface stated that they provide manual weed removal for $1,100.00 per day.

The Committee recommended that the City Council include $1,100.00 in the 2005 budget to allow for the manual removal of weeds at Deephaven Beach.

Dutch Elm Disease Update

Dana Young provided the following update on the Dutch Elm Disease Program:

bullet23 residents have been instructed to remove 56 trees
bullet14 city trees have been removed
bulletThe Hennepin County Railroad Authority has been requested to remove 121 trees

The Committee requested that Jerry Hudlow contact several tree removal companies to see if they would be willing to provide a discounted price on the inoculation of Dutch Elm trees within Deephaven. The Committee also recommended sharing the cost of removing a diseased tree if the tree is located on both public and private property.

Hazardous Mitigation Grant

Police Chief Virgil Gustafson stated that the Hennepin County Emergency Management Department is offering a Hazardous Mitigation Grant to communities to help alleviate flooding problems. Discussion was held on those particular areas in Deephaven that would benefit from the grant. Paul Skrede stated that the grant program sounded like an excellent idea and suggested obtaining additional information on the amount and terms of the proposed grant.

Purchase of Toro Mower

The Committee reviewed the cost of a new Toro Groundsmaster 328-D from MTI Distributing that is scheduled to be replaced in 2004. The cost is as follows:

Paul Skrede stated that the purchase of a new mower has been delayed for at least two years and felt that the City should purchase a new mower this year instead of waiting until the current mower falls apart. He stated that the cost of a new mower would only increase next year and the amount of the trade in for our old mower would only decrease. Jon Monson stated that one of his major concerns regarding purchasing a new mower is whether the price quoted by MTI Distributing is the best possible price.

Dana Young stated that he would obtain two additional quotes on a Toro Groundsmaster 328-D to verify that the City has received the lowest possible price and recommend that the City Council consider the purchase of new mower at the September 20th Council meeting.

2005 Project & Vehicle List

The Committee reviewed the Public Works project and vehicle list for 2005:

Plow Truck - $110,000

Blacktop Trailer - $ 10,000

Seal Coating - $ 75,000

Sewer Fund Repayment - $ 34,500

Co. Rd. 101 Reimbursement - $ 9,000

Total $238,500

Paul Skrede recommended that Dana Young talk to Keith Bunting with the Excelsior Fire Department to get some inside information on the availability of a water tanker truck.

Fire Station Landscaping

The Committee reviewed a landscaping plan for the East Side Fire Station submitted by Robin Winter Design.

Wellhouse Project & Water Fountain

The Committee approved the painting of the wellhouse by Charlie Keepman and friends as part of an Eagle Scout Project. The Committee approved extending a pipe from the wellhouse to the existing water fountain in order to make the fountain functional once again.
