MINUTES

Call Meeting to Order

The meeting was called to order at 1:42 p.m.

Present

Paul Skrede, Jon Monson, Jerry Hudlow, Dana Young

Final Payment to Bituminous Roadways ($19,942.21)

Schoell & Madson Engineer Brian Vitek and Bituminous Roadways Project Manager Wayne Olson were present to discuss final payment to Bituminous Roadways on the 2004 Minnetonka Blvd Mill & Overlay Project in the amount of $19,942.21. Jon Monson questioned the poor drainage around the recently installed culvert at Hillcrest Road. Wayne Olson stated that he is planning to have his crew correct the drainage around the culvert later this week. Dana Young asked the Committee members to review the drainage at Hillcrest Road following Bituminous Roadway’s correction and let him know their thoughts on how well it turned out.

Jon Monson questioned the striping work on Minnetonka Blvd and whether the contractor had used traffic cones when they were striping. He stated that he was concerned with the amount of vehicles that had driven over the wet paint. Wayne Olson stated that he had seen AA Striping using traffic cones during the striping of the street and added that a number of vehicles had simply driven around or between the cones. Paul Skrede stated that he felt the contractor had been pretty successful in their efforts to clean up some of the overspraying at Chowen’s Corner.

The Committee noted that the entire project cost, including construction and engineering, for the 2004 Minnetonka Blvd Mill and Overlay Project came in at $318,160. This was approximately $46,709 less than anticipated.

Toro Mower Bids

Dana Young stated that the Public Works Committee had directed staff to obtain two bids on a Toro Groundsmaster 328D mower in order to compare these bids with the bid received by MTI Distributing. The bid received from MTI was received off of the State Contract and the Committee wanted to confirm that it represents the lowest possible price.

Dana Young stated that obtaining additional quotes on the mower has been difficult because MTI has an exclusive contract with Toro to sell a Toro Groundsmaster 328-D in the State of Minnesota. However, one additional quote was received from Tri State Company from Bettendorf, Iowa. The quotes from MTI and Tri State for a Toro Groundsmaster 328D are as follows:

Jon Monson called an individual he knew at MTI Distributing with the hopes of obtaining lower bid price. He was informed that the best price MTI could offer was the price they had already given the City.

The Committee recommended the purchase of the Toro Groundsmaster 328D, with the above attachments, from MTI Distributing in the amount of $24,127.72 on a motion by Paul Skrede, seconded by Jon Monson. Motion declared carried.

Condition of Tree in Front of City Hall

The Committee reviewed the condition of the tree in front of City Hall. Jon Monson recommended that an arborist from Rainbow Treecare be contacted to give their opinion on the tree.

Other

Paul Skrede stated that he had received a complaint from Tom Pokanowski regarding the lighting from the rear of the Maintenance Garage. He stated that Mr. Pokanowski felt that the light was visible when driving across Carson’s Bay Bridge and was too intrusive. The Committee inspected the lighting and found that the light fixtures were pointed straight down. The Committee determined that it is unlikely that the lights were causing the problems described by Mr. Pokanowski.

The Committee reviewed the need to install a fence along the East Side of the Sand/Salt Shed. The Committee recommended planting approximately 6-8 techni arborvitae on the East Side instead of a fence.

Outstanding Drainage Issues

The Committee reviewed drainage problems on Easton Road, Hamilton / Montgomerie Avenue and in Amesbury. The Committee briefly reviewed the plan to improve the drainage from the culvert in front of 18310 Rutledge Road. Jon Monson and Paul Skrede agreed to work together on developing a Storm Water Policy.
