PARK COMMITTEE MEETING
August 2, 2006
Minutes
Vice-Chairwomen
Jennifer Young called the meeting to order at 7:15 p.m.
Jennifer Young, Woody Woodburn, John Dupont, Lucy Hicks, Jean Midthun, John Flynn, Council Liaison John Wheaton, Administrator Dana Young
The Committee approved the July 5, 2006 minutes on a motion by John Dupont, seconded by Jean Midthun. Motion carried 6-0.
Deephaven Days (Lucy Hicks)
Lucy
Hicks provided the following update on Deephaven Days:

Volunteer t-shirts were distributed to the Park Committee members this
evening, to Darel Gustafson for his race volunteers and to Jean Midthun for her
group of volunteers.
·
Flyers have been distributed to several Park Committee members for
distribution throughout the community.
·
The triathlon is set, with volunteers meeting on Thursday, August 10th
at 7:00 p.m. at the Main Beach to finalize race plans.
·
Premium Waters will be donating bottled water and Great Harvest will be
donating rolls.
Jean
Midthun reported that the volunteers have been secured for the most part,
although she does have a few more phone calls to make. She stated that the primary role of the Park
Committee would be as the cleanup crew following the picnic. She stated that she intentionally tried to
keep the Park Committee out of most of the event activities in order to get
more of the community involved. Dana
Young stated that he is still waiting to hear back from the Cub Scouts to
verify if they would be interested in helping with the cleanup.
Paul
Skrede stated that the planning for the picnic is going very well and
demonstrated a prototype of a bike rack that he had built. He stated that he intended to build approximately
200’ of bike racks for the race. He
stated that the Picnic Committee is planning to provide food for 500 people
based on the 360 people who were served last year. Discussion was held on ways to avoid the
frozen meat that was served last year.
Lucy Hicks stated that she would again try to contact the band to get
them set up for the event.
Dana Young stated that the Public Works Department is waiting for the Park Committee’s permission to proceed with the replacement of the sand around the Children’s Park fountain with sod. Lucy Hicks suggested a combination of sod and stones would like nice in this area. Jennifer Young provided some information on synthetic pavers.
Woody Woodburn stated that he would be hesitant to try something as new as synthetic pavers in such a sensitive area that can elicit so much emotion concerning proposed improvements to Children’s Park. He stated that he felt there were three options to pursue in regards to replacing the sand:
1. Install sod
2. Install stone, such as flag stone, along with sod
3. Install tile or stone pavers
Dana Young stated that one of his public work employees was rather gifted when it came to landscaping and building construction and would ask him for his recommendations.
Dana Young presented the 2007 Park Improvement Fund Budget for Committee review. Discussion was held on whether to replace the playground structures at Shuck and Thorpe Park or to simply try to fix up the existing playground structures and instead budget for the replacement of the playground surface or benches at Thorpe Park. The Committee decided to meet at Thorpe Park within the next two months to review the benches and playground equipment.
John Wheaton recommended installing the beach dock posts to a uniform height for next year.
Jean Midthun noted that the men’s tennis group had mentioned that there was a dead tree by the fire station. Woody Woodburn also noted that there was a dead cottonwood by the Sand/Salt Shed.
Discussion was held regarding the water fountain at Village Hall Park. Dana Young stated that the fountain had been disconnected several years ago due to contaminants in the well water. He stated that the new city well water has been tested with positive results and the public works department was planning to reconnect the fountain either later this year or next.
John Wheaton stated that he had received a recommendation from Dana Marvis to install the tennis backboard in the center court at Village Hall Park, as it would be less intrusive to the tennis players that typically play in the outer courts. Motion byWoody Woodburn to install the tennis backboard in the center court at Village Hall Park on the side closest to the playground equipment. John Flynn seconded. Jennifer Young abstained. Motion carried 5-0-1.
Dana Young stated that he had received two requests this last month. The first was a request to have recycling containers at Deephaven Main Beach, Sandy Beach and Robinson’s Bay Beach. He stated that he had contacted Waste Management about the possibility and was told that they wouldn’t have a problem picking up the recycling containers but stated that they have seen contamination problems with leaving recycling containers around unmanned locations, especially park sites.
Dana
Young stated that Jeff O’Dell had contacted the City with interest in
purchasing and donating 4-6 new picnic tables at Children’s Park. He stated that the tables would have attached
plaques each with a different saying about children. Woody Woodburn suggested having them donate 4
new picnic tables at Children’s Park using the picnic table standards approved
by the Committee earlier this year.
Discussion
was held regarding a request from Dan Schlesinger to undertake an Eagle Scout
Project. The Committee suggested
enclosing the porta-potty at Village Hall Park.
Motion to adjourn by Woody Woodburn, seconded by John Dupont. Motion carried 6-0. The meeting adjourned at 8:40 p.m. The next regularly scheduled meeting of the Park Committee will be held on Wednesday, September 6, 2006.
