PUBLIC WORKS & SAFETY COMMITTEE MEETING
March 1, 2006
Minutes
The
meeting was called to order at 1:30 p.m.
Safety
Committee members Teresa Pendleton, Owen Fuglseth
There
were no accidents to report for the month of February.
Paul
Skrede inquired about the safety equipment that had been purchased from the
$2,200 emergency management grant provided by CenterPoint Energy. Jerry Hudlow stated that the Public Works
Department had purchased rain gear, traffic cones, barricades and ear muffs
from the grant funds. Dana Young stated
that the Police Department had also purchased a digital camera from the grant
funds.
Paul
Skrede asked if there have been in any recent problems with the joint use of
the public works parking lot. Jerry
Hudlow stated that there have not been any problems and reported that members
of the Fire Department have actually been plowing the parking lot.
The
Safety Committee adjourned on a motion by Dana Young, seconded by Jerry
Hudlow. Motion carried 5-0. The meeting adjourned at 1:40 p.m.
Paul
Skrede stated that the 2006 Storm Water Feasibility Report was presented to the
City Council on February 21st.
He stated that the residents affected by the Montgomerie / Hamilton
drainage problem were not particularly excited by the news that Grace Lutheran
Church was not interested in selling their lot for use as a retention
pond. However, he added that they were
favorable towards option #4 that proposed to directional bore in a storm water
main to control the runoff across their properties.
Paul
Skrede stated that Mayor Anderson recommended the installation of rolled curb
instead of underground storm water main on Rutledge Avenue and on Virginia
Avenue. He stated that the Mayor was
also favorable to talking to his neighbor on Old Kent Road to see if he would
be agreeable to having his wetland improved in order to accommodate the runoff
of water from Old Kent Road.
Paul
Skrede added that the idea of rolled curb along the side of the neighbor’s
driveway on Hamilton also had quite a bit of merit in that it would likely
solve the drainage problem for far less expense than the other options. Owen Fuglseth stated that a pipe could also
be installed underneath Hamilton to better control water runoff.
Paul
Skrede stated that it appeared that the Council favored the Montgomerie /
Hamilton Project, Old Kent Road improvements and resolving the drainage issue
at the Main Beach as projects to consider over the next year or two.
Dana Young reported that the Metropolitan Council has initiated a sewer surcharge plan where those cities contributing excessive storm water would be billed a surcharge fee. The fee would be billed starting in 2007 for five years or less if a community reduces the problem sufficiently. He stated that communities could avoid the surcharges by spending a comparable amount to solve the problem. He stated that, at present, Deephaven is not on the surcharge list but other area cities, such as Greenwood and Minnetonka, are on the list.
Further discussion was held regarding initiating a sump pump inspection program. Dana Young stated that the planned sewer system improvements this year should help to resolve some of the city’s existing inflow & infiltration problems.
Dana Young stated that a new rule promulgated by the Minnesota Office of Pipeline Safety require cities to provide information about the location of private water and sewer laterals located within the public right-of-way. For service laterals installed before January 1 2006, the rules require the city to “either locate or provide information shown on maps, drawings, diagrams, or other records, on the location of a sewer and water lateral.” The rules also state that “if no information is available on a sewer or water lateral installed before January 1, 2006, then notifying the excavator that no information exists fulfills the requirements of this section.”
For
service laterals installed after December 31, 2005, the new rules impose a
three-part obligation:
1. Cities are required to “maintain
a map, a diagram, a drawing, or geospatial information regarding the location
of its underground facilities within a public right of way.”
2. Cities must “install a
locating wire or have an equally effective means of marking the location of
each nonconductive underground facility within a public right of way installed
after that date.”
3. And third, cities must begin
locating “the portion of the service lateral within the public right of way.”
The Committee postponed discussion on the proposed Storm Water Management Ordinance until its April meeting.
Paul
Skrede stated that the Committee should review the proposed dock configurations
at their next meeting.
Discussion
was held regarding the potential locations for cell towers at or near the
paddletennis court and the City Hall ice rink.
Dana Young stated that he would be meeting with Christopher Coughlin,
who represents T Mobile, on March 3rd at 11:30 a.m.
Motion to adjourn by Dana Young, seconded by Jerry Hudlow. Motion carried 4-0. The meeting adjourned at 2:43 p.m. The next regularly scheduled meeting of the Public Works & Safety Committee will be held on Wednesday, April 5, 2006.
