Call Meeting to Order

The meeting was called to order at 1:30 p.m.

 

Members Present

Request for a Stop Sign at Azure & Monaltrie Avenue (Patricia Weathersby)

Dana Young stated that he had received a request from Patricia Weathersby, 18985 Azure Road, to install a stop sign at the intersection of Azure Road and Monaltrie Avenue.  Dana Young stated that there is not a stop sign at this intersection although there is a stop sign one block further south at Monaltrie and Lake Avenue.

 

Virgil Gustafson stated that the last accident at this intersection involved a mail truck over four years ago and added that approximately 85% of all intersections in Deephaven do not have a stop or yield sign.

 

Paul Skrede stated that there is also no stop or yield sign on Monaltrie and Rutledge and stated that most of the intersection at Azure and Monaltrie is fairly visible.  Jerry Hudlow agreed that the intersection is fairly open from at least three corners.

 

Virgil Gustafson recommended denial of the request to install a stop sign at the intersection of Monaltrie Avenue and Azure Road.  Seconded by Paul Skrede.  Motion carried 6-0.

 

Request for Speed Bumps on Parkway (Tom Breslin)

Dana Young stated that he had received a request from Tom Breslin, 3675 Parkway, for the installation of three speed bumps on Parkway.  It was the general consensus of the members that the Committee has already established a policy to not recommend speed bumps on public streets for the following reasons:

·        Allowing speed bumps on one street would lead to requests for speed bumps throughout Deephaven.

·        There are legitimate liability concerns with allowing speed bumps.

·        Speed bumps are in direct conflict with the posted speed limit.

·        Street maintenance, particularly in the winter, is much more difficult with speed bumps.

·        Permanent speed bumps require extensive signage and are expensive.

·        Speed bumps should not be considered a solution in to trying to slow traffic.

·        Damaging to the undercarriage of vehicles

·        Potentially dangerous to emergency vehicles (fire trucks, ambulances) who are unaware of the speed bumps.

·        Potentially dangerous to individuals riding bicycles.

Other Requests

Dana Young stated that he had received a request from Art Johnson to treat the Creeping Charlie and other weeds on the Parkway.  It was the consensus of the Committee that the cost to treat weeds on each and every park or beach throughout the City was simply not practical.

 

Dana Young stated that he had received a call from Jylan Johnson who expressed her concern regarding the potential spread of Garlic Mustard, a noxious weed.  Dana Young stated that he intended to place an article in the upcoming Newsletter alerting the public to the threat posed by this noxious weed.

 

Dana Young stated that he had received a complaint from Molly Anderson about the number of goose droppings at Walden Beach.  He stated that she recommended placing fake owls at the beach, which apparently act to deter geese from gathering at the site.  He stated that he intended to purchase an owl and have it placed at Walden Beach to see how well it worked.

 

Virgil Gustafson stated that he had been contacted by Mary Louise Bowe, 4060 Sibley Avenue, in regards to a graduation party she plans to hold at her residence this Saturday.  He stated that Ms. Bowe was concerned about permit parking only signs on Sibley Avenue and she was hoping she could obtain a parking exemption for that morning so that her guests wouldn’t receive a parking ticket.  The Committee recommended covering the permit parking signs in front of Ms. Bowe’s residence during her graduation party.

 

Monthly Accident Reports

Injuries to a police officer and a public works employee were reported.

 

The Safety Committee meeting adjourned on a motion by Dana Young, seconded by Virgil Gustafson.  Motion carried 6-0.  The meeting adjourned at 2:10 p.m.

 

Prioritization of Storm Water Projects

The Committee reviewed the following list of Storm Water Projects:

 

1.      19860 Lakeview Avenue – Ken & Kathy Zimba, deteriorated water heater going from the street to the lake.  Possible liner for repair.

·        Waiting for Infratech to come back in and televise the line.  They will inform us if a liner would work

 

2.      19960 Bay Street – Three catch basins and water heater shells going south down fire alley to the lake.  Street has been collapsing in Cottagewood Avenue near above address.  Staff has been filling hole in street with winter mix.

·        Televise line to review scope of problem.

 

3.      19675 Vine Street / Culvert under Road – Road has been collapsing, staff has been filling hole with winter mix.

·        Obtain a quote to remove existing culvert & televise line.

·        Use City labor to install new culvert if existing culvert can’t be fixed.

 

 

 

4.      18050 Honeysuckle Lane / Cul-de-sac – From beehive grate in cul-de-sac to open ravine behind 3840 Fairhomes Road.  Water heater shells separating or collapsing.

·        Culvert needs to be repaired & ditch cleaned out

·        Low priority as it doesn’t seem to be adversely affecting anyone at this time.

 

5.      3430 Crest Avenue – John Nelson, water heater shells starting at Crest Avenue in John’s driveway going south of his house into Lake Louise is beginning to deteriorate causing sunken spots in his yard.

·        Didn’t notice any sunken spots.  Will recheck the area when the level of the water in Lake Louise drops.

 

6.      Shuck Park Storm Grate – The grate is loose and should be sealed with concrete.

·        Televise entire line to Water Street fire lane.

 

7.      Hamilton Avenue / Al Farha

·        Increase height of berm & backfill behind existing berm / discuss with adjoining property owner.

·        City participation in cost.

·        Realign culvert underneath Montgomerie to move culvert from driveway entrance.

 

8.      Amesbury Pond

·        Talk to engineer about temporarily or permanently blocking off the storm sewer line to the cul-de-sac and pumping out the standing water.  The City would pump the water and dump it in our own storm sewer system. 

·        Talk to Shorewood about ways to cut down on the volume of water entering into Amesbury pond.

 

9.      Manor Road

·        Patch only.  Does not warrant seal coating or overlay at this point.

 

10.  Cottonwood Lane

·        Drainage should be resolved by better landscaping by property owner.

 

Tractor / Flail Side Arm / Mower Costs

Jerry Hudlow stated that the cost estimates for a new tractor, flail side arm and mower will be provided next month.

Motion to adjourn by Dana Young, seconded by Jerry Hudlow.  Motion carried 4-0.  The meeting adjourned at 3:14 p.m.  The next regularly scheduled meeting of the Public Works & Safety Committee meeting will be held on Wednesday, July 5, 2006.
