PUBLIC WORKS & SAFETY COMMITTEE MEETING
July 5, 2006
Minutes
The
meeting was called to order at 1:30 p.m.
There
were no accidents to report for the month of June.
Dana Young stated that he had received several emails from Doak Davis regarding a neighbor who has been holding several recreational fires that were causing significant amounts of smoke to blow onto his property and house. Dana Young stated that he intended to look into the matter once Police Chief Gustafson returned from vacation.
The
Public Safety Committee adjourned on a motion by Dana Young, seconded by Teresa
Pendleton. Motion carried 5-0. The meeting adjourned at 1:45 p.m.
Jerry
Hudlow stated that the cost of a 2006 John Deere Tractor was approximately
$34,000, a Flail Side Arm was approximately $14,000 and a Mower was
approximately $9,000. He stated that the
prices he received for all three pieces of equipment were available from the
State Contract.
Paul
Skrede moved to recommend the purchase of a tractor, flail side arm and mower
at a cost not to exceed $59,000.00, which was the amount budgeted for the
purchase of these three items. Seconded
by Dana Young. Motion carried 4-0.
Owen
Fuglseth noted that it was definitely time to replace the old tractor as it has
sprung an oil leak and is beginning to show its age. Paul Skrede asked how long would it take for
the new tractor and equipment to be delivered.
Jerry Hudlow stated that the tractor would take about 90 days and the
equipment would be fitted on the tractor shortly thereafter.
The Committee reviewed the 2005 Bridge Inspection report prepared by David Martini with Bolton & Menk. The recommended improvements were as follows:
Northome
Avenue:
·
Remove debris from abutment seats
·
Repair deteriorated slope paving on west end
Carson’s
Bay:
·
Clean sand out of strip seal joints
·
Seal minor transverse cracks in sidewalk
Vine
Hill Road:
·
Sandblast and paint steel
·
Repair concrete pier caps
Jerry
Hudlow suggested that he personally meet with City Engineer David Martini to
review the proposed list of bridge improvements. Dana Young stated that once Jerry had the
opportunity to review the proposed improvements, the City Engineer would need
to provide a cost estimate on the improvements for budgeting purposes for next
year.
The Committee reviewed the following 2007 Project Schedule:

Street Overlay - $125,000
·
Skid Steer - $ 24,000
·
Ford One Ton - $ 40,000
·
Sewer Fund Repayment - $ 32,700
Dana
Young requested that Jerry Hudlow verify the costs of the skid steer and Ford
one ton pickup truck. Jerry Hudlow noted
that the only roads in Deephaven that might need an overlay next year were
Manor Road and Easton Road.
Paul
Skrede stated that Infratech should be contacted to inform them how
disappointed we are with the delay in re-televising the storm water line on
Lakeview Avenue. Dana Young stated that
he would contact Infratech to try to pin them down to a particular date when
they would be back in to televise that line.
Paul
Skrede compiled a list of items needed by the Public Works crew for Deephaven
Days:

Bike racks – Paul Skrede stated that he and Darel Gustafson would build
the prototype and would pass the design along to the Public Works crew for the
construction of additional racks. He
stated that he hoped to build enough racks to hold approximately 100 bikes.
·
Provide (2) cattle troughs, a 300’ heavy duty extension cord, picnic
tables, 50 wooden chairs, 12 cardboard disposal boxes, rake weeds along
entrance and exits ways to swimming race at Deephaven Beach, prove water
connection for Thorpe Park well, and mow Thorpe Park on or before August 9th.
Paul
Skrede additionally requested that John Menzel be instructed to repair the
Council table and that the crew reverses the Cottagewood Store sign and the
Carson’s Bay Bridge signs on Minnetonka Blvd so that they read correctly.
Dana
Young stated that Jack Braun has requested additional striping on Park Avenue near
the Park Avenue parking lot to emphasize the narrowness of the street, slow
down traffic and reduce the potential for another pedestrian accident. Jerry Hudlow stated that there is not
sufficient width on this portion of Park Avenue to paint a stripe down the
middle and still have sufficient room for two vehicles. He stated that the Park Avenue at this
location is simply not wide enough to accommodate two vehicles. Paul Skrede stated that he thought it was
illegal to stripe a street that doesn’t have sufficient width to accommodate
the width of vehicles in both lanes.
Jon Monson enters at 2:45 p.m. He stated that he felt it was unnecessary both aesthetically and from a cost standpoint to stripe less traveled residential streets with a double yellow line. He stated that the Committee should establish a standard of consistency that would include full striping of such main roads as Cottagewood, Minnetonka Blvd and Vine Hill Road but would only include a single white stripe for collector streets such as Park Road, Heathcote and Linwood.
Jerry
Hudlow noted that he has only seen a single white line used as a fog line and
never as the centerline of a street. He
suggested that the centerline of collector streets could be painted with dashed
white lines instead. Dana Young stated
that he would not be comfortable painting a dashed white line since that would
indicate a passing zone, which is probably not the case with many of the
collector streets.
The
Committee recommended that Dana Young and Jerry Hudlow review the map of
striped streets to determine the extent of striping on each street with the
overall intent to minimize the amount of striping on collector streets. Dana Young stated that he would email the
Committee with their recommendations next month.
Motion to adjourn by Dana Young, seconded by Jerry Hudlow. Motion carried 4-0. The meeting adjourned at 3:05 p.m. The next regularly scheduled meeting of the Public Works & Safety Committee meeting will be held on Wednesday, August 2, 2006.
