PUBLIC WORKS & SAFETY COMMITTEE MEETING
August 2, 2006
Minutes
The
meeting was called to order at 1:30 p.m.

None
There
were no accidents to report for the month of July.
Virgil
Gustafson briefly informed the public works department of the need to borrow
several traffic barricades and cones for the August 5th Tour de
Tonka.
Virgil
Gustafson stated that the Council might want to consider prohibiting parking
from 2:00 a.m. to 5:00 a.m. around Chowen’s Corner to cut down on the number of
for sale vehicles that are parked in this area.
Dana Young stated that he would bring the matter to the attention of the
City Council.
Dana
Young stated that he had received a complaint regarding the visibility of a
“Stop Sign Ahead” sign on Cottagewood Road. He asked the Police and Public Works
Department to take a look at the sign to see if it needs to be moved.
The
Public Safety Committee adjourned on a motion by Dana Young, seconded by Virgil
Gustafson. Motion carried 6-0. The meeting adjourned at 1:42 p.m.
Dana Young stated that Jerry Hudlow had met with the City Engineer regarding their proposed recommendations to repair three City bridges. He stated that the City Engineer intended to obtain a cost estimate from Edward Kraemer & Sons on the proposed improvements. If approved, the project would be undertaken in 2007.
Dana Young stated that the proposed 2007 Street Budget was as follows:

Dana
Young asked Jerry Hudlow to verify the estimates on the skid steer and Ford one
ton. Further discussion was held on the
overlay or reconstruction of Manor Road, which Jerry Hudlow stated was the only
road in Deephaven in need of some sort of major repair. Dana Young stated that he would meet with the
City Engineer to discuss their recommendations on what must be done to Manor
Road to improve the street and drainage.
The Committee reviewed the Stormwater Project Schedule and made the following updates on the project schedule:

Lakeview Avenue – Dana Young stated that Infratech has re-televised the sewer
line and forwarded a copy of the tape to Insituform, a contractor that installs
liners. He stated that Insituform quoted
a price of $15,000 - $20,000 to reline the sewer line. Further discussion was held on obtaining a
second quote on relining and on obtaining a quote to directional bore a 12” or
8” line. Dana Young stated that he would
try to provide these quotes for next month’s meeting.

Bay Street & Shuck Park Storm Grate – Dana Young stated that both storm
sewer lines are scheduled to be televised later when the Sewer Main Rehabilitation
Project is underway this fall.
Amesbury
– Paul Skrede stated that he had talked with Terry Estenson with Northwestern
Power Equipment Co. about a backflow device that he thought could be installed
in the storm sewer line at Amesbury to prevent the back up of water into the
street from Amesbury Pond. He
recommended that public works meet with Mr. Estenson to discuss whether this
backflow device would work.
Dana Young stated that he had been contacted by Jeannie Pellzer about the City taking over the plowing of Vine Ridge Court. Jerry Hudlow stated that he wouldn’t have any interest in taking over the plowing of the street due to the steep hill and the 90-degree turn at the bottom of the hill. Dana Young stated that he would inform Jeannie Pellzer of this fact.
The Committee reviewed a request from Michael & Karol Zegarac regarding the vacation of that portion of Highland Drive lying west of Therese Street. Dana Young noted that if vacated by the City Council, an easement would be needed due to a sewer line that goes through this unimproved street. He added that there is also a walking path that goes across this unimproved street as well. The Committee recommended obtaining additional information from the Zegarac’s on why they need this street vacated and how much land is actually needed for the presumed building project.
2006 Sanitary
Sewer Rehabilitation Project
Dana Young stated that only one bid had been received for the 2006 Sanitary Sewer Rehabilitation Project from Infratech in the amount of $63,117.30. He stated that the bid came in less than the City Engineer’s estimate of $70,000.00 and well under the project budget of $77,000.00. Paul Skrede suggested obtaining an estimate from the City Engineer for their cost of providing inspection services on the project.
Motion by Paul Skrede to submit the bid to the City Council along with an estimate from the City Engineer on the cost of their inspection services. Seconded by Jon Monson. Motion carried 5-0.
Striping Bids
Dana Young stated that 2006 street & parking lot striping bids have been received as follows:

Twin City Striping $11,318.30
United Rentals $13,449.00
AAA Striping Service Co. $14,921.81
Jon Monson noted that the City saved approximately $500.00 by not striping Northome Road and Linwood Road. Motion by Jon Monson to recommend the bid submitted by Twin City Striping in the amount of $11,318.30. Seconded by Paul Skrede. Motion carried 5-0.
Paul
Skrede stated that he attended the annual Night Out event last evening and
noted that a request might come forward from residents on Vine Street for a
temporary speed bump that would be installed Fridays through Sundays. The Committee noted that it has been their
policy to not allow speed bumps on public streets.
Motion to adjourn by Jerry Hudlow, seconded by Jon Monson. Motion carried 5-0. The meeting adjourned at 2:47 p.m. The next regularly scheduled meeting of the Public Works & Safety Committee meeting is scheduled for September 6, 2006.
