Call Meeting to Order

The meeting was called to order at 1:30 p.m.

 

Members Present

Mayor Paul Skrede, Public Works Supervisor Jerry Hudlow, Teresa Pendleton, Police Chief Virgil Gustafson, Administrator Dana Young

Use of Running Wall for Tour de Tonka

Tim Litfin, Executive Director of MCE, was present to request the use of a running wall for the Tour de Tonka to be held on August 4th.  Mr. Litfin explained that the running wall is an inflated bridge that would be placed over Minnetonka Blvd near the City Maintenance Shop.  He stated that the wall is high enough to accommodate all traffic and traffic would have to be stopped for 5-10 minutes while the wall is inflated and another 5-10 minutes when it is deflated.

 

Discussion was held on a possible location for the running wall.  It was suggested that the wall could be installed over the road next to the entrance to the paddletennis court to enable traffic to be diverted around the wall when it is inflating and deflating across the road.  Police Chief Gustafson noted that this bypass would permit emergency vehicles to have access around the wall.

 

Motion by Paul Skrede to recommend approval of the use of the running wall for the Tour de Tonka to be held on August 4th subject to Police Chief Gustafson’s participation in determining the final location of the running wall.  Seconded by Jerry Hudlow.  Motion carried 5-0.

 

The Safety Committee adjourned on a motion by Dana Young, seconded by Paul Skrede.  Motion carried 5-0.

 

Bid on Vine Hill Bridge Repair

City Engineer Dennis Saari stated that the Hennepin County Highway Department has submitted a bid in the amount of $21,475.00 for various repair work needed on the Vine Hill Bridge, Carson’s Bay Bridge and Northome Bridge.  He noted that he has been unable to solicit any bids for this work from larger bridge contractors and that the bid price seemed very reasonable according to several contractors.

 

Motion by Paul Skrede to recommend approval of the bid submitted by the Hennepin County Highway Department to repair Vine Hill Bridge, Carson’s Bay Bridge and Northome Bridge in the amount of $21,475.00.  Seconded by Dana Young.  Motion carried 3-0.

 

 

 

Unpaid Bill for Sidewalk Repair

City Engineer Dennis Saari stated that the City contracted with Ron Kassa Construction in 2000 to construct sidewalks throughout Cottagewood as part of the 2000 Sidewalk Construction Project.  He stated that a pay estimate was submitted and paid by the City that paid Ron Kassa Construction 95% of his $17,166.60 bill.  The portion of the bill that was never paid to the Contractor was the 5% retainer in the amount of $858.33.  Dana Young stated that he had a copy of the bill that was paid to Ron Kassa Construction and verified that the retainer of $858.33 was never paid to the Contractor.

 

In addition, Dennis Saari stated that the Contractor informed him that the City authorized additional work in the amount of $1,515.20 for the installation of a concrete driveway apron and a sidewalk at 20180 Cottagewood Road.  It was the consensus of the Committee that it would have been unusual for the City to have authorized improvements to Bob Woodburn’s driveway apron at 20180 Cottagewood Road since this improvement was not related in any way to the installation of sidewalk much further west on Cottagewood Road.  For this reason, the Committee did not consider payment of the additional work that had been claimed by Ron Kassa in the amount of $1,515.20 since there was no verification that the City authorized the work.

 

Motion by Paul Skrede to recommend payment in the amount of $858.33 to Ron Kassa Construction as compensation for the 5% retainer that had never been paid to the Contractor as part of the 2000 Sidewalk Construction Project.  Seconded by Dana Young.  Motion carried 3-0. 

 

Spring Weight Restrictions

The Committee reviewed a memo from Zoning Coordinator Gus Karpas on Spring Weight Restrictions, which recommended maintaining weight restrictions and not issuing overweight permits between March 1st – May 1st.

 

Motion by Paul Skrede to approve the recommendations on Spring Weight restrictions submitted by the Zoning Coordination Gus Karpas.  Seconded by Dana Young.  Motion carried 3-0.

 

Cost Estimates on Ford One Ton & Skidsteer

Jerry Hudlow stated that he has to obtain another quote on a 2008 model plow truck since 2007 models are no longer available.  He stated that the price last fall for a 2007 One Ton Pickup, box, plow and sander was $45,308 and anticipated that the cost for a 2008 model would be at least $2,000 higher. 

 

Jerry Hudlow stated that the cost for a Skidsteer is as follows:

 

L170 New Holland       -           $24, 373

L175 New Holland       -           $27,003

John Deere                   -           $29,780

 

He stated that the cost of each model varied depending on the size of the engine, the location of the controls or the size of the bucket.  He stated that he would also like to be able to purchase a post hole auger attachment for the Skidsteer at a cost of approximately $2,518.  He stated that the New Holland and John Deere dealers will be demonstrating their skidsteer to the crew within the next few weeks and that he should have final recommendations on the One Ton Pickup and Skidsteer by next month’s meeting.

 

Request for Water Management Plan

Dana Young presented a letter from Michael Casanova, Chair of the Riley-Purgatory-Bluff Creek Watershed District, requesting a summary of the City’s water management plans and related projects and recommendations of what work the City would like the District to undertake.  Dana Young stated that Staff would provide a report to the Committee next month on this request.  Paul Skrede recommended that Staff contact the City of Long Lake on grant money that they had received from Hennepin County for storm sewer projects.

 

St. Louis Bay Dock Plan

Discussion was held on the proposed addition of 10 dock slips on the south end of the existing docks at St. Louis Bay.  Jerry Hudlow noted the difficulty in constructing an addition to the  docks due to the depth of the water.  Further discussion was held on the possibility of constructing temporary or seasonal docks.

Motion to adjourn by Paul Skrede, seconded by Dana Young.  Motion carried 3-0.  The meeting adjourned at 2:52 p.m.  The next regularly scheduled meeting of the Public Works & Safety Committee will be held on Wednesday, March 7, 2007.
