Minutes
The
meeting was called to order at 1:30 p.m.
Mayor Paul Skrede, Public Works Supervisor Jerry Hudlow, Police Chief Virgil Gustafson, Teresa Pendleton, Administrator Young

Jerry
Hudlow stated that the public works crew met with representatives of “The Tony”
and BigsEasyLift on April 30th to compare manhole removal devices as
recommended by the City’s loss control consultant. He stated that “The Tony” is mounted onto a
vehicle, which limits any off-road use but the BigsEasyLift model can be used
manually either on or off road. He added
that the BigsEasyLift costs $1,129.00 and “The Tony” costs approximately
$3,450.00.
Motion
by Dana Young to recommend the purchase of BigsEasyLift’s manhole removal
device in the amount of $1,129.00.
Seconded by Jerry Hudlow. Motion
carried 5-0. The Committee recommended
that the public works crew be required to use the device once it arrives.
Dana
Young stated that the Excelsior Fire District has provided a Fire Code &
Safety Inspection of City Hall on April 10, 2007 and provided the following
list of code violations:
1. Alarm system needs to be tested annually. Paul Skrede stated that the alarm was tested
on December 22, 2006.
2. Install a key box at the front or back entrance. Paul Skrede recommended that a set of master
keys could be provided at the East Side Station rather than compromising
security at City Hall by installing a key box.
3. Provide all master keys to all locked doors. Dana Young stated that there is one master
key that is needed to access the public works shop and two that would be needed
for City Hall.
4. Remove storage stacked to the ceiling to provide a 24” clearance to the
ceiling.
5. Door latches must be removed from Council Chamber doors. Jerry Hudlow noted that this has already been
done.
6. Post occupancy load limit in Council Chambers.
Jerry
Hudlow stated that the Public Works Department also received a list of code
violations from the Fire Inspector and has already made the necessary
improvements. Virgil Gustafson stated
that his department has also made the necessary improvements to the list of
violations that were listed for his Department.
Dana
Young stated that he received a request from a resident to plant evergreens
along Minnetonka Blvd in order to screen the public works yard. Paul Skrede recommended a site visit to take
a look to see where trees could be planted at the public works yard.
Virgil Gustafson stated that the City’s dangerous dog ordinance requires the City to notify all residents within 350’ of a dangerous or potentially dangerous dog. He stated that the Deephaven Police Department is very aggressive when it comes to enforcing the dangerous dog ordinance and currently has 22 dogs listed as potentially dangerous dogs. He added that, in comparison, the City of Minnetonka Police Department only has 7 dogs listed as potentially dangerous dogs.
Further
discussion was held on amending the ordinance to remove the notification
requirement for potentially dangerous dogs to only requiring notification for
dangerous dogs.
The
Safety Committee adjourned on a motion by Dana Young, seconded by Teresa
Pendleton. Motion carried 5-0.

Jerry
Hudlow stated that the public works crew recommended the purchase of the 2008
Chevrolet Silverado over the 2008 Ford F-350 even though it was more expensive
due to problems experienced with Ford pickup trucks in the past.
Motion
by Paul Skrede to recommend the purchase of the 2008 Chevrolet Silverado in the
amount of $30,477.08 from Thane Hawkins Polar Chevrolet, the apparatus bid from
Aspen Equipment in the amount of $26,122.99 and the sale of the 1989 Chevrolet
Pickup Truck to help offset the cost of the vehicle and equipment. Seconded by Dana Young. Motion carried 3-0.
Jerry Hudlow stated that the lumber for the Main Beach Swimming Dock has been purchased and the lumber for the walkway has been sent to Ray Finley at Tennis West to be painted with the non-skid surface. He stated that he expects the posts to arrive this Friday and anticipates construction to begin once the treated lumber returns and after the crew completes some necessary street repairs.
Paul Skrede recommended that staff also look into the possibility of purchasing a post hole digger to assist with constructing the dock.
The
Committee adjourned to tour the storm sewer system on Honeysuckle Lane and
Fairhomes Lane.
City
Engineer Dennis Saari was also in attendance to tour the project site with the
Committee.
Motion to adjourn by Paul Skrede, seconded by Dana Young. Motion carried 3-0. The meeting adjourned at 2:55 p.m.
