Minutes
The
meeting was called to order at 1:30 p.m.
Mayor Paul Skrede, Jon Monson, Public Works Supervisor Jerry Hudlow, John Menzel, Teresa Pendleton, Police Chief Cory Johnson, Administrator Dana Young
None
Jerry
Hudlow provided a brief update on the Inspection Report prepared by SafeAssure
and stated that the City is now in compliance with the potential violations
listed in the report.
Police
Chief Johnson provided an update on the Tour de Tonka and Deephaven Days
activities.
Discussion
was held regarding the type and amount of signage promoting the Tour de
Tonka. Paul Skrede recommended that the
City coordinate the Tour de Tonka signage with Tim Litfin next year.
Discussion
was held regarding the phone at the Main Beach and the fact that it has been
difficult for the garbage truck to collect garbage from the Main Beach due to
the phone line that has been extended from the pole to the lifeguard
chair. Paul Skrede recommended that Tim
Litfin be contacted with the request to have the lifeguards wheel the garbage
bins to the street to assist the garbage haulers.
Discussion
was held on the rocks that are being taken from along the shoreline and are
being thrown about by kids. Jerry Hudlow
noted that a work order has been received to have the part-time seasonal
workers clear out the stones that have accumulated within the beach area.
Dana
Young noted that he had received a letter from Dennis Mitzel complaining about
the lack of enforcement of overly loud motorcycles. Paul Skrede requested that the Police Chief
look into the noise ordinance from Stillwater that Mr. Mitzel had provided to
see if it has any merit and respond back to the Committee with his comments.
The
Safety Committee adjourned on a motion by Dana Young, seconded by Paul
Skrede. Motion carried 6-0.
Dana Young provided an update on the hiring process to replace Owen Fuglseth and Doug Lawver, who is expected to retire in January, 2008. The Committee agreed to meet to interview the four finalists for this position at 4:00 p.m. on August 8th.
City
Engineers Dave Martini and Dennis Saari were present to discuss this project
with the Committee. Dennis Saari stated
that the storm water pipe ends about half way between Honeysuckle and Fairhomes
and then discharges through an open ditch to a wetland. He stated that there is an opening in the
pipe that is letting in dirt and debris that would occasionally block the
pipe. He stated that the Committee had
discussed the possibility of repairing the pipe and extending the line before
deciding to simply repair the line and evaluating the possibility of extending
the line next year.
He
stated that he now believes the problem might be more extensive that we had
originally thought. He stated that he
has learned that there is a property owner on Fairhomes that apparently had
extensive flooding in his basement due to a more serious drainage problem than
we had originally been lead to believe.
He stated that he had learned this in discussions with Steve Ferrall and
his neighbor and that Mr. Ferrall was concerned that repairing the pipe might
add to the velocity of the water creating more runoff problems downstream.
Paul
Skrede recommended setting up a meeting with the neighbors to discuss the
problem more fully.
Dennis
Saari presented an engineering estimate in the amount of $14,650 to undertake
the engineering work for storm sewer improvements in the Rutledge Road
area. He stated that the engineering
cost is based on a project scope of approximately $82,000 for a conventional
storm sewer project and $1327,000 if the pipe
is directionally bored. Further
discussion was held on the scope of the project.
Dave
Martini stated that they would have a much better idea on the scope of the
project once they were able to analyze the impact of the entire drainage
area.
Motion
by John Monson to recommend approval of the engineering proposal submitted by
Bolton & Menk for the Rutledge Road area storm sewer project and further
recommended that it be paid on a pay as you go basis. Seconded by Paul Skrede. Motion carried 5-0.
The
Committee reviewed the following bids from Minnetonka Portable Dredging and
Dock & Lift on the construction of the ten new cruiser docks in St. Louis
Bay.
Minnetonka
Portable Dredging, Inc. - $33,760
Dock
& Lift - $11,500
Paul
Skrede requested further information from Dock & Lift to ensure that the
construction design of the docks is similar to the design proposed by
Minnetonka Portable Dredging and to confirm timelines.
Steve Schlotthauer, 18800 Azure Road, was present to review a landscaping plan at his residence that would potentially encroach on portions of the City right-of-way along Monaltrie Avenue. Following the presentation of his plan, where it was explained that the landscaping would have minimal effect on the City right-of-way, Paul Skrede explained that it is the sole responsibility of the homeowner to replace and/or repair any item placed within the right-of-way that becomes damaged by the City.
Motion by Paul Skrede to accept the landscaping plan for 18800 Azure Road as submitted and to grant permission for the further clearing of vegetation and stumps within the City right-of-way at this address, subject to the homeowner being aware that it is his responsibility to repair any item placed within the right-of-way that is damaged. Seconded by Jerry Hudlow. Motion carried 5-0.
Jerry
Hudlow reported that the sump in the mechanical garage needs to be replaced
since it appears to be leaking. He
outlined the repair process and stated that he has requested quotes from
Gilbert Mechanical and Cityview Plumbing.
He stated that Gilbert Mechanical has submitted a quote in the amount of
$5,900.00 and is still waiting on a quote from Cityview Plumbing.
Motion
by Paul Skrede to accept the low bid on the repair of the sump pump in the
mechanical garage. Seconded by Jerry
Hudlow. Motion carried 5-0.
Jerry
Hudlow reported that the roof membrane material above the mechanical garage is
saturated and should be replaced. He
stated that he has received a bid from Aldo Roofing but cannot remember the
amount.
Paul
Skrede noted that the City Hall siding is several different shades of color and
requested that the public works crew look into what might be causing the
problem. Jerry Hudlow stated that he
would look into the matter.
Paul
Skrede asked the City crew to repaint the City Hall decking railing
and to provide an inventory on the condition of trees and bushes on City Hall
property.
Motion
to adjourn by Dana Young, seconded by Jerry Hudlow. Motion carried 5-0. The meeting adjourned at 3:30 p.m. The next regularly scheduled meeting of the
Public Works & Safety Committee is scheduled for Wednesday, September 5th.
