Minutes
The
meeting was called to order at 1:30 p.m.

The Committee reviewed a request from Mary O’Dell to install a crosswalk sign at 20240 Cottagewood Road, similar to the crosswalk signs used by the City of Wayzata. Discussion was held regarding the installation of several types of crosswalk signs and whether it would be safer to move the crosswalk further east or west on Cottagewood Road away from the blind corner.
John Menzel suggested that striping streets and crosswalks should be conducted in the spring rather than the current practice of striping in the fall so that the stripes are more visible during the higher traffic months during the spring and summer rather than the winter.
The Committee recommended installing an additional crosswalk sign on the north side of Cottagewood Road and review the possibility of relocating the crosswalk at a future date.
The Committee reviewed a request from an individual who enjoys using a metal detector at beaches and would like to receive a free parking permit to use the detector at Deephaven Beaches.
The
Committee could not find a compelling reason why the individual should be
granted an exemption from having to obtain a parking permit and recommended
that the individual be required to obtain a parking permit if he intends to
park within the permit parking only areas near the beaches.
Chris
Whiteside provided a brief update on the use of reserve personnel over the
Labor Day weekend in order to curb vandalism at the beaches and parks. He stated that three curfew citations were
issued at Thorpe Park over the weekend.
Teresa
Pendleton thanked John Menzel for cleaning out the air conditioning vents and
eliminating the odor coming from the vents.
Discussion
was held about whether there was a rationale for switching the electrical power
at City Hall over to the generator every Monday evening, which was causing
problems with the computers in the Administrative offices. Paul Skrede asked Public Works and the Police
Department to report back to him on the matter.
The
Safety Committee adjourned on a motion by Dana Young, seconded by Paul
Skrede. Motion carried 6-0.
Melanie Keepman, 3915 Walden Road, was present to discuss a drainage problem at 3915 Walden Road. Dana Young and Paul Skrede outlined the problem to the Committee. Jon Monson suggested visiting the site after the meeting.
Following the inspection, the Committee recommended installing a bituminous berm at the end of Walden Road to control the amount of runoff from Walden Road onto the Keepman’s property.
Dana
Young explained that water runoff would run down the east side of Vine Hill
Road and outlet across the driveway at
4863 Vine Hill Road into a natural drainage area. He stated that the volume of the water runoff
was causing the driveway to erode. He
stated that he had reviewed the problem with City Engineer Dennis Saari and
Paul Skrede, and it was generally recommended to install a catch basin on the
south side of the driveway and install a pipe to direct a majority of the
runover under the driveway to prevent further erosion of the driveway.
Paul Skrede and Dana Young provided a brief update on the results of the neighborhood meeting held with Ed Bak and Steve Ferrall on August 29th regarding the Honeysuckle / Fairhomes Lane Storm Sewer Repair Project. It was the consensus of the meeting to install a pipe from the point where the existing pipe terminates and extend it all the way to the culvert, with a catch basis at the end to collect additional runoff coming from off the surrounding hill.
Doug Lawver stated that he had done some work to repair the hole in the existing pipe and felt that the existing pipe was in poor condition and should be replaced as well.
The Committee recommended that the entire length of the existing stormwater pipe be replaced from Honeysuckle to Fairhomes Lane with new pipe.
Discussion
on the proposed Storm Water Management Ordinance was postponed until next
month.
Motion to adjourn by Dana Young, seconded by Jon Monson. Motion carried 5-0. The meeting adjourned at 2:42 p.m. The next regularly scheduled meeting of the Public Works & Safety Committee is scheduled for Wednesday, October 3, 2007.
