Minutes
The
meeting was called to order at 1:32 p.m.
Mayor Paul Skrede, Jon Monson, Public Works Supervisor Jerry Hudlow, John Menzel, Teresa Pendleton, Police Chief Cory Johnson, City Administrator Dana Young
None
Dana Young stated that Marcia Paul, who lives on Wyndhill Circle off of Ridgewood Road, is concerned about the potential increase in traffic due to the installation of the stop light on Co. Rd. 101. He stated that Ms. Paul was wondering if the installation of a three-way stop sign on Eastwood Road would help to slow down traffic on Ridgewood Road.
The
Committee generally felt that a three-way stop sign would probably have little
effect on slowing down traffic due to the distance of the Ridgewood / Eastwood
intersection from Wyndhill Circle and instead recommended the installation of a
concave mirror across from Wyndhill to improve traffic visibility at that
intersection.
Motion
by Dana Young to install a concave mirror across from Wyndhill Circle. Seconded by Cory Johnson. Motion carried 7-0.
Dana
Young stated that he and Chief Johnson had met with representatives from Code
Red on October 17th to review their proposal on a high-speed
telephone network that could notify residents of critical emergency information
at an annual cost of $5,000.
Discussion
was held on potential uses for Code Red including emergency management
notification, road closures and meeting notifications.
Paul
Skrede suggested the possibility of meeting with the School District to see if
they would be willing to allow the City to occasionally use their telephone
network during emergency situations.
Dana
Young stated that he had received a notice from MCE Director Tim Litfin that
next year’s Tour De Tonka will be held on August 2nd and the event
will now start and end at the Minnetonka High School to accommodate the need
for additional parking.
Paul
Skrede stated that he had sent a letter to the residents of the Pines to hear
from them regarding any outstanding public safety concerns now that the Co. Rd.
101 Project has concluded. He stated
that he has received several emails back from the residents expressing concerns
regarding visibility issues at Lowell and Minnetonka Blvd, excessive speeding
and the need for a four-way stop sign on Highland. Further discussion on this issue will be held
next month.
The
Safety Committee adjourned on a motion by Dana Young, seconded by Hudlow. Motion carried 7-0.
Paddle Tennis Park
Improvements
Dana Young stated that he met with Park Committee representative Peggy Beardsley last Monday to discuss whether the Public Works Committee would be receptive to allowing the Park Committee to landscape a portion of the public works property next to Paddle Tennis Park.
He stated that he informed Ms. Beardsley that the Park Committee should focus their improvements solely on the park-dedicated property with the exception of possible landscaping around the paddle tennis court and screening next to the Maintenance Shed. Paul Skrede added that he would like the Public Works Committee to determine the final locations for any plantings on the public works property.
Paul Skrede added that he would like a more secure entrance to the critter pit in order to reduce the possibility of illegal dumping on public works property.
Jon Monson recommended making sure that the Maintenance Shed garage doors are closed in the evenings and over the weekend to prevent vandalism.
Paul
Skrede stated that after reviewing potential pathways to Robinson’s Bay Road
along Northome Blvd, he would recommend simply constructing a shoulder along
the north side of the road to accommodate pedestrians. He stated that if the vegetation off the road
were skimmed off and crushed rock installed, a narrow shoulder could be
installed that would allow pedestrians a safer walkway off of Northome Blvd.
Jerry
Hudlow stated that he would take a look at the area to see if he could see any
problems with the installation of a shoulder and report back next month.
Paul
Skrede stated that he would discuss the idea with Shawn Brady and Sarah Frank.
Request to use Hockey Rinks
for Volleyball Courts (Ron Liebelt)
Discussion was held concerning a request from Ron Liebelt to convert the hockey rinks during the summer months for use as volleyball courts.
Jerry
Hudlow stated that it would be much more difficult to lay down a smooth sheet
of water because of the ruts that would be caused by the water truck driving
over the soft sand. The Committee
concluded that the conversion of the hockey rinks into volleyball courts would
not be conducive to making ice and recommended that Mr. Liebelt’s idea be
forwarded to the Park Committee for their recommendations on alternate
locations.
Jerry
Hudlow noted that preparations for CPR Training are underway and he will inform
the staff on the date and location of the training.
Jerry
Hudlow noted that at least three street lights are out at Chowen’s Corner,
likely caused by the construction of the new office building at Chowen’s
Corner. Dana Young stated that staff is
aware of the problem and have notified the construction supervisor of the need
to repair the lighting within a week.
Paul
Skrede stated that some minor repair work was needed at the paddle tennis court
and with the handicapped ramp leading into Village Hall. He thanked the crew for repainting the
railing along the second floor of the building.
Jon Monson recommended repairing a broken piece of aluminum siding next
to the front entrance of Village Hall.
Paul
Skrede recommended that Jerry Hudlow review the repair work done by Hennepin
County on the City’s bridges and report back to the Committee on whether the
repair work had been done satisfactorily.
Motion to adjourn by Dana Young, seconded by Jerry Hudlow. Motion carried 5-0. The meeting adjourned at 2:40 p.m. The next regularly scheduled meeting of the Public Works & Safety Committee meeting will be held on Wednesday, December 5, 2007.
